Description An employee in this class serves as the shift supervisor for daily operations and performs skilled work in all aspects of paramedic duties. Employee plans, leads and participates in daily operations activities for shift personnel. Work involves responding to the scene of emergency and non-emergency calls, providing incident scene management, applying necessary medical treatment to sick or injured persons, and transporting persons to a medical facility. Employees serve as a member of an ambulance crew, if needed, and is responsible for the medical care administered to the patient. Employees perform emergency medical procedures at the certified Paramedic level. Work requires considerable independent judgment in assessing the condition of patients and emergency incident scenes. Employees are exposed to the normal hazards of emergency rescue work, including risk of exposure to human body fluids and infectious diseases, thus the work is subject to the OSHA requirements for bloodborne pathogens. Work is performed in accordance with established EMS Standard Operating Guidelines and Procedures Manual and under local medical director approved protocols. Work is performed under the general supervision of the Deputy Director of Operations and is evaluated based upon verbal and written performance reports, through observation, and performance evaluations. Essential Duties and Tasks
Serves as the person in charge of daily shift operations supervising the shift personnel; assists personnel with documentation and chart concerns; investigates complaints with medical facilities, patients, community and the hospital; plans daily operational activities.
Supervises shift personnel; monitors performance; conducts performance evaluations; coaches and issues initial disciplinary warnings; maintains the operational schedule and time-off requests; assures adequate staffing.
Responds to emergency calls, providing basic and advanced life support treatment to patients, as well as transportation to the appropriate medical facility; Functions at the Paramedic level; abides by the established safety standards and regulations.
Performs emergency medical acts in accordance with protocols and standards established by the Emergency Medical Services Director and the Medical Director; administers approved medications via approved access routes, administers specified solutions by vascular access infusion, performs pulmonary ventilations and obtains 12-lead EKG’s for cardiac diagnostics; performs patient assessment and basic life support techniques in accordance with established protocol including: airway management and cardiopulmonary resuscitation, oxygen administration, hemorrhage control, treatment for shock, bandaging and dressing soft tissue injuries, splinting of fractures and dislocations, treatment of injuries to the head, face, eye, neck, and spine, treatment of injuries to the chest, abdomen and genitalia, provision of basic life support for medical injuries, assisting in normal and abnormal childbirth, treatment of injuries as a result of exposure to heat and cold, treatment of burns, lifting and moving patients for transfer to a medical facility.
Receives, evaluates, and ensures appropriate resource allocation to non-emergency calls for service, transfer requests, and mutual-aid request.
Participates in a continuous training program to improve competence in medical technical work and in and operation; studies street, road patterns and networks of the County in order that future runs may be made with minimum difficulty and delay.
Inspects and tests EMS units and apparatus, maintains proper inventory of equipment and supplies; cleans and sanitizes vehicles, units, apparatus and equipment daily; ensures that they are in proper working order; makes routine adjustments, but reports other than minor defects for specialized attention.
Maintains cleanliness and performs minor maintenance of Emergency Medical Service facilities; cleans, sweeps, mops, etc.
Assists with the operational division during disaster situations as needed.
Enforces and participates in the implementation and ongoing oversight of Franklin County government safety standards and regulations.
Participates in daily informal training activities and formal in-service training classes to maintain required certifications; attends other training opportunities.
Participates in community outreach programs; conducts training in First Aid and CPR classes; attends programs such as Tar River Festival, Safe Kids, Bike Rodeo, car seat awareness, or other assigned events to promote safety and prevention awareness and to provide information on services.
Completes required paperwork and reports.

Additional Job Duties
Assists members of volunteer emergency medical service organizations as requested.
Performs other related work as required or requested by an EMS Department Deputy Director or EMS Director.

Knowledge, Skills, and Abilities
Comprehensive knowledge of basic and advanced emergency medical procedures and techniques.
Considerable knowledge of anatomy and physiology.
Comprehensive knowledge of equipment and supplies employed in the emergency care of patients and victims of accidents.
General knowledge of county geography and of the location of roads and streets within the County.
Working knowledge of modern and effective supervisory theories, principles and practices including coaching, counseling, motivation and conducting performance evaluations. Adopts and exemplifies a just-culture model of leadership.
General knowledge of radio communications equipment.
Ability to operate a personal computer and related software and to type with accuracy.
Ability to prepare ambulance call reports and other reports using appropriate grammar, medical terminology and abbreviations, and to write legibly.
Thorough skillset and ability to form a general impression of a victim’s condition and applying emergency medical care.
Ability to perform duties in accordance with established emergency medical procedures and techniques, medical protocols and standing orders.
Ability to respond quickly and calmly to emergency situations.
Ability to evaluate and manage emergency scenes effectively.
Ability to operate emergency vehicles for long periods of time during both day and night, in congested traffic and in unsafe road conditions caused by factors such as fog, smoke, rain, ice, and snow, and in emergency situations involving speeds in excess of posted limits, in a safe and professional manner with respect to environmental conditions, vehicles abilities, driver abilities, organizational expectations through policies, procedures, directives, and standards, and observe motor vehicle laws.
Ability to effectively restrain patients, forcibly if necessary, using humane restraints and maneuvers to minimize injury to the patient and co-workers.
Ability to perform medical care and other duties which may involve lifting, carrying patients over uneven surfaces, climbing up to and down from elevated surfaces, climbing through openings, carrying equipment and patients down steps.
Ability to understand and follow oral and written direction.
Ability to work with a diverse socioeconomic population based on the unique situations encountered.
Ability to deal with stress and death and dying patients.
Ability to endure verbal abuse when confronted with the hostile views and opinions of patients, family members, and bystanders in antagonistic environments.

Ability to maintain confidentiality of patient information.Associate’s degree in emergency medical services or related field, considerable EMT-Paramedic experience including supervisory experience, or significant combination of education and experience.
Completion of Officer I or comparable leadership program, or the ability to successfully pass a program within the first 12 months of employment.
Two years of EMS experience within the Franklin County EMS system. Certification by the North Carolina Office of Emergency Medical Services as an EMT-Paramedic.
Completion of NIMS 100, 200, 300, 400, 700, and 800.
Five years of EMS related experience.
Possession of a valid North Carolina driver’s license upon hire.
